District 9 included in general the area between the Chesapeake Bay and eastward to what is now Route 13 from the Chesapeake Bay, to what today is known as Bagwell's Creek, from the upper banks that Creek through today's Parksley to Old Route 13, north to where 13 meets the North branch of Guilford's Creek.
This District consisted of 10 patents that were obtained in the 1600's. By 1795/96 it had already changed boundaries at least twice. This is the way District 9 stood in 1795/96.
Bounded by Guilford on the north and Parksley to the south, in includes the small towns of Clam, Justisville and Hopkins.
In 1795/96 it held an exceptionally large number of families and included Killmons, Taylors, Lewis, Parks, Riggs, Wrights, Bakers, Bells and Hickmans, just to name a few.
