William was born circa 1745.  He married Euphamia Fletcher circa 1780 (Carey).  She was the daughter of Henry Fletcher and Leah Corbin.  She was born circa 1752.  In the will of Henry Fletcher she was named heir.  An Abstract of his will reads: "FLETCHER, HENRY, SR. - 27 Sept. 1794 - 29 Apr. 1799 - To my eldest son Thomas Fletcher land where I now live at Massongoes containing 600 acres.  To son Henry Fletcher land where he now lives containing 450 acres. To grandson Henry Riley, son of Thomas Riley, deceased 6£ current money.  My 4 daughter now living, viz: Elizabeth Parker, Leah Dickerson, Susanna Riley & Euphamia Finny and the 5 younger children of my deceased daughter Ann Riley, residual legatees.  Son Thomas Fletcher & son in law John Riley Parker Exrs.  Witt: Spencer Drummond, Thomas Evans."  NOTE: Euphemia was the sister of Elizabeth (Fletcher) Parker, the wife of John R. Parker.  See household 18.

Euphamia made a will in Accomack Co., VA (Miles).  It was probated on 12 February 1817.  It was proved on 22 February 1819.  An abstract of her will reads: "To son Thomas Finney....  To son Henry Finney.....  To son Walter Finney.... Extr. to put head 7 foot stones at my grave.  Remainder to Walter R. Finney & my grandson William Eichelberger (under age).  Sons Thomas Finney & Walter R. Finney Exrs.  Witt: John Fletcher & Spencer D. Fletcher.  Probate: Partly by Spencer Fletcher D. Finney, Thomas Underhill & Francis Boggs. securities, a certificate was granted to probate.  It was later fully proved by John Fletcher."  NOTE: William Eichelberger was the son of James Echelberger.

On 26 March 1784 John Arlington witnessed the processioning of Edmond Leatherbury and Henry Scarburgh.  This land was in dispute ( Processioners Returns 1723-1792).  The Procession of 1784, as it originally reads: "March 26th 1784; line between Edmond Leatherbury & Henry Scarburgh Stopt by Edmond Leatherbury in presence of John Arlington Senr.  Solomon Smith & William Phinney ... " On the same day John witnessed the procession of the lands of Henry Scarburgh and William Finney.  The Procession of 1784, as it originally reads: "... March 26th 1784; line between Edmond Leatherbury and Henry Scarburgh & William Phinney Stopt by William Phinney in presence of John Arlington Senr. Solomon Smith & William Phinney ... NOTE:  In 1795 Henry Scarburgh was deceased.  He was the brother of Bennet Scarburgh  (see household 16) and George Scarburgh (see household 24).

William was listed on the personal property Tax List for 1787 (Yantis-Schreiner 98).  The record reads: "1 male over 16, 1 Black over 16, 2 Blacks under 16, 7 horses, 22 cattle two wheeled carriage."

The Procession of 1795, as it originally reads: "Eleventh District Decr 29th 1795 - Lines between William Finney & Holden's heirs ...  Lines between William Finney & Nathan White's heirs... Lines between John Bayly & William Finney ...  Lines between Vioalater Window's heirs & William Finney" (Processioners Returns 1796 -1816). 

The Prosession of 1795, as it originally reads: "Lines between William Finney & Holden's heirs...  William Finney & Nathan White';s heirs..." (Processioners Returns 1796 -1816).  William Finney witnessed this procession.

William made a will on 29 December 1804 in Accomack Co., VA.  It was probated on 27 January 1806 (Miles 205) .  An abstract of his will reads:

Wife Euphemy Finney & Thomas Evans Sr. Exrs.  To wife Euphemy Finney riding carriage & carriage man Plato.  To son Thomas Watts Finney part of the land where I now live it being part of the land whereon George Wise now lives bounded by.....George Wise's peach orchard, Isaiah Jester's peach orchard, the market road, Garret Topping's peach orchard & the land of William Boggs.  To son Thomas my Negro man Audirn & a large looking glass I bought of Levin White's estate.  To son William Finney the residue of the land I now live on.  To son William Finney Negro man Phillip & large looking glass I bought of Richard Cave Jones & my still.  To son Henry Fletcher Finney my plantation on Chincoteague adjoining Wallops Neck containing 300 acres.  If son Henry dies before 21 then the plantation to sons Walter Robinson Finney & John Smith Finney.  The rest to my children Susanna Finney, Walter R. Finney & John Smith Finney.  Witt: Thomas Young, Solomon Read & Obadiah Adams."

William Finney and Euphamia Fletcher had the following children:

1 i.. William Finney born 10 Mar 1783, died 6 Apr 1853.

2 ii. Thomas Watts Finney Sr. born circa 1785.

3 iii Henry Fletcher Finney born circa 1788.

4 iv Walter Robinson Finney born circa 1790.

5 v. John Smith Finney born circa 1792.

6 vi. Susanna Finney born circa 1894.
